ARTICLE I Name and Objectives     
Section 1: Name
  The name of the Club shall be: Royal Scuba Divers International, a non profit mutual benefit group of different nationalities based in United Arab Emirates
Section 2: Objectives
 
a) to promote and encourage diving enthusiasts to dive and enhance their
  skills in diving;
b) to participate in local and  international diving activities and other
  diving organizations;
c) to improve the awareness of aquatic habitats and protect them in future
  generation;
d) to participate in all national and international community under the
  auspices of the Philippine Consulate General and Office of the Labor
  Attaché;
e) to establish camaraderie among fellow divers.

ARTICLE III: Organization
Section 1: Divers
   
Member must be a licensed Scuba Diver and shall participate in all activities.
 Section 2: International Affairs Committee
Chairman/Chairwoman will represent the RSDI in all international activities
related to Diving and environmental issue.
ARTICLE IV: Membership and Voting  
Section 1: Eligibility
A Diver who at the time of membership is defined as Licensed Scuba Diver
who is at least 18 years old and above and must submit the following
the following requirements:
a) clear photocopy of passport with valid resident visa;
b) submit 2 nos. of 2x2 colored pictures;
c) fill up the application form;
d) submit photocopy of diving license;
e) declare to the club if under medication.  
   
Section 2: Regular Member

Any National holding a valid residence visa of United Arab Emirates with  

scuba diving license is eligible for regular membership.
Section 3:   Voting  
 a)

Voting for the new set of officers will be by ballot and  to be

  conducted on Annual Election of Officers;
b) The club shall have one level status of voting associated with full
  membership;
c) 18 years old and above are entitled to vote in the general election
Section 4: Membership
a) 18 years old and above are entitled to vote in the general election
b)  If under medication, he/she should declare it and submit a copy of the 
  medical report to the membership committee for review
 Section 5: Suspension and Expulsion
A member may be suspended for a specified or an indefinite period of
time, or may be expelled, for cause, including, but not limited to, violation
of these By Laws or diving Code of Ethics. Such expulsion or suspension
shall require the vote of two- thirds of the total members following a
hearing. A member who is involved shall be given due notice, type and place
of the incident and may appear at the meeting to present defenses to the
charges.    
ARTICLE V: Membership Fee
The Club shall collect a one-time membership fee of One Hundred Fifty Dirhams (AED 150) new members.  The new member shall be given ID card, RSDI cap and T-Shirt.
ARTICLE VI: THE INTERNATIONAL AFFAIRS

All divers of different nationalities will work along with the Chairman and the

President in any international diving events.

The Chairman and the President will represent the club in all International diving organization in the U.A.E. and all members will participate in clean up drive and environmental issue related to diving.           

ARTICLE VII: RSDI OFFICERS
 Section 1: The Officers of the Club              
The officers of the club shall be the Chairman of the International affairs,
President, Vice President, Secretary, Treasurer, Auditor, and Public Relations
Officer. Such officers shall be elected at each Annual Meeting.
 Section 2: Founders of the Club
Genieking Pestolante and Mario Elemenzo known as the founder of the RSDI, both founders will serve as Advisers of the club and will ensure that the training provided to student and members is according to PADI standard.
Section  3: President
The President shall be the highest elected officer and accountable for its group’s affairs. The President shall preside at all general meetings; shall have the authority to sign all papers and other documents that may require signature by the club. The President and the Chairman of the International affairs will represent the club in all diving organization and diving related activities.
Section  4: Vice President
The Vice-President shall have the same authority as the President as stated in Section 3 of Article VII, in case of inability of the President to perform the duties of the office and/or any vacancy occurring in the office of the President, the Vice-President shall assume full duties of the President until the next annual election of officers, at which time the new President, may be elected.

 
The Vice-President will serve as diving coordinator for all dives of the club and ensure that all safety and diving regulation of the host country will be followed.

 Section  5: Secretary
The Secretary is the elected officer of the club who shall be responsible for the administrative affairs of the association. The primary areas of responsibility involve correspondence and record keeping; the secretary shall prepare the minutes of meeting of the group, and have them kept in a permanent file. He/she will also disseminate all diving activities of the club through SMS message-mail, posting in Yahoo Groups or web site.
 
Section  6: Treasurer
   
The Treasurer shall collect all fees and dues for the club. He/she shall render
monthly financial reports and ensure that all receipt and disbursement records will be available anytime.
Section  7: Auditor
The Auditor shall be responsible in checking the authenticity and accuracy of
financial report and record of the Treasurer.
Section  8: Public Relations Officer
The Public Relations Officer (PRO) is the elected officer of the organization who
shall be responsible for efficient, effective and high quality organizational publicity and public relations service. The PRO shall also be responsible in production of external and internal organization communications and gives advice and guidelines to the President on promotional initiatives.
ARTICLE VIII: Meetings
 Section 1: Annual Membership Meeting
There shall be an annual general membership meeting and at the same time will be the election for the new set of officers. The meeting will be held every first
Thursday of December every year. Annual report will be presented to all members and copy of annual report will be forwarded to Philippine Consulate as required for the renewal of Club Certificate.
Section 2: Monthly Regular meeting
There shall be a regular monthly meeting. During the meeting officers will discuss all activities of the club and development. The club will discuss upcoming activities, dives, training, and sharing of dive experience for advancement.
Section 3: Founders Day
There shall be a regular monthly meeting. During the meeting officers will discuss all activities of the club and development. The club will discuss upcoming activities, dives, training, and sharing of dive experience for advancement.

 

To commemorate the founding date of Royal Scuba Divers International, the club will hold its Founders Day celebration every 26th July of every year.

Section 4: Emergency Meeting
Emergency Meeting may be required to resolve important issues or decisions that may need immediate action.      
ARTICLE IX: Function of Each Committee
Section 1:  Civic and Social Affairs Committee

Oversee all civic and social activities of the club, and will interact with the Filipino community.

Section 2:  International Affairs Committee

Serve as representative of the club in all international organization, civic and social activities.

Section 3:   Membership and Meeting Committee
Update all applications and records of all members and up date database. He/she will arrange meeting for the club.
Section 4:  Scuba Diving and Sports Committee
Responsible for all scuba diving and sports activities of the club.
Section 5: Safety

Ensure that PADI diving regulations and standards are followed at all times and

in-charge of the orderly behavior of the club.

 Section 6: Information and Media Committee
Provide information to all members through publications or any form of
communications available. He/she will act as coordinator of the club to all media and promote diving.
ARTICLE X: Amendments
Ratification

The By-Laws may be amended through the votes of members present during the

membership Meeting.
